Project Consultation
NID and the Design Team are committed to effective public communication throughout the design and construction phases of the Banner Cascade Pipeline Project. We call it 'Public Consultation' instead of 'Public Outreach' because we want to emphasize that we want this communication to be a 'two-way' and not a 'one-way' process. We want your input to help us complete the design efficiently so that we can minimize the impacts on residents and the community during construction. Our intent is for this Public Consultation to be 'early and often'!
Individual 'One-on-One' Meetings with Property Owners
The Design Team wants to meet in the field individually with every property owner along the pipeline routes or adjacent to new facilities. While the aim is to put the pipeline in the roadways wherever possible, we still want to hear all the details about what is important to you at your property boundary, be it trees, landscaping, wells, driveways etc. We recognize that you have very useful information about utilities including electric cables, gas pipelines, telephone and TV cables; wells; septic tanks, mailboxes etc. Getting this information from you early on allows us to align the pipes in the most favorable locations. These 'One-on-One' meetings will be held both before and after the initial pipeline alignment is defined.
Meetings with Community Associations
The Design Team wants to continue the collaborative relationships established by NID during the EIR Phase with local community associations. We will meet to discuss the design and pipeline alignments in meetings both before and after the initial pipeline alignment is defined.
Public Workshops
A series of formal public workshops have been committed to by NID. These will be scheduled to review the 50% Level and 'Substantially Complete' Level Designs. Public comment on the designs will be actively encouraged and the Design Team will demonstrate how public comment has been incorporated, or why it couldn't be included.

NID's Ombudsman
NID has committed to providing an independent Ombudsman that the public can contact in the event that an impasse is reached in any discussions or negotiations with NID staff or the Design Team:
- The Ombudsman will be a liaison for the community and will help in facilitating information about the Banner Cascade Pipeline project.
- He or she will be pro-active in communicating upcoming engineering activities to residents during the design phase, and construction and contractor activities during the construction phase.
- The Ombudsman will handle any concerns or complaints from residents in a timely and responsive manner during construction.
- He or she will have in-depth knowledge of the project schedule and construction activities and will be fully conversant with contract requirements to enforce the environmental mitigation measures defined in the Project EIR.
