Public Consultation

The public is invited to attend meetings with NID to stay informed on the project and give input.

NID is committed to effective public consultation throughout the design, construction, and restoration phases of the Banner Cascade Pipeline Project. NID welcomes the continued two-way communication between the District, interested community associations, and the property owners along the pipeline alignment established through multiple large venue public and private individual one-on-one meetings. This communication, at first, focused on improving the pipeline design to better conform to individual property owner’s needs while also lessening the impact on the affected residents during the construction and restoration phases.

NID contacted and interviewed every property owner along the pipeline route, or adjacent to new facilities, to gather valuable information and alleviate concerns by adjusting the design plan to avoid irreplaceable sentimental objects, landscape features, or utilities where possible. The District received input during the public workshops at the 10%, 50% and 90% levels of the design phase. Resident input has greatly helped NID complete the finalized design, effectively minimizing the impacts to local residents and the community during the construction and restoration phases. By placing the pipeline in the roadways wherever possible, the finalized design minimizes the impact to the environment as well.

NID’s intent is for this public consultation and two-way communication to be an ongoing dialog between the District and the local community. We strive to keep current project information readily available via construction traffic reports distributed to the local media, information boards posted along the pipeline route, email updates to several local homeowners’ associations, this website, and two independent Ombudspeople, Hugh Gordon and Sarah Rohde, who act as liaisons between NID and property owners.

NID has Ombudspeople to respond to resident’s questions, comments, concerns, and complaints. They will be pro-active in informing the property owners along the pipeline alignment of NID’s construction plans as they progress and change, giving residents clear expectations of the construction process. The Ombudspeople are available at all reasonable times and places to attend to residents’ needs; they will respond in a timely manner if you leave a message for them. Input from the residents and the public is always welcome in order to help NID continue to minimize issues in the Banner Mountain neighborhoods.
